The closest thing I've found is in Japan, actually!
Japan has an interesting attitude towards fat people. Men have a bit more leeway, but women are expected to be really skinny. But if a lady just keeps getting bigger and bigger, rather than getting upset at her, people just start to accept that she's a huge fatty. People want to be nice to her rather than scold or bully her... and they all assume the best way to be nice to a big fat girl is keep her well fed.
So despite being such a "skinny" country, Japan has an unexpected sort of fat acceptance. My wife was watching a variety TV program that was all about the dangers of weight-loss surgery.
I found another one that was just about trying to find the heaviest woman in Japan to see if a Judo master could pick her up. No narrative about a "crisis" or "obesity epidemic", no tragic framing. Just "wow, she's huge!"
